Taking Trade Union Subscriptions through Payroll
Trade Union Payroll Subscriptions is Convenient, but Weak for Trade Union Independence and membership.
The collection of British Labour Funding Trade Union subscriptions through salary deductions, commonly known as “check-off” or DOCAS (Deduction of Contributions at Source), has existed across England for decades.
Under this arrangement, employers deduct Trade Union subscriptions directly from wages and transfer the money to the Trade Union on behalf of employees. While the British Labour Funding Trade Unions historically viewed the system as convenient, it has increasingly exposed serious weaknesses in Trade Union organisation, democracy, and financial independence.
Why True Trade Union Independence is Important
The Workers of England Union believes that a Trade Union should be built upon a direct and conscious relationship between members and the organisation (Trade Union) representing them. When workers pay subscriptions directly through direct debit, they actively choose each month to support independent representation when it is needed. That direct connection encourages accountability, participation, and engagement from both the Trade Union and its member.
By contrast, salary deduction systems can create passive membership. Trade Union subscriptions disappear automatically alongside tax, pension contributions, and National Insurance deductions. Many workers rarely check their payslips carefully and may not regularly think about what they are paying for, how much they are contributing, or ineffective their Trade Union is when they need to be represented
Stephen Morris, General Secretary of the Workers of England Union, has always advocated for closer membership and Trade Union relationship and said: -
“Direct payment systems strengthen the relationship between Trade Unions and members because there is no intermediary standing between the worker and the Trade Union. That financial and organisational link matters because strong Trade Unions rely upon active, informed members and skilled Trade Union officials rather than invisible payroll deductions.
Collecting Trade Union subscriptions though a salary system also creates practical risks for Trade Unions.
Key weaknesses include:
• Dependence on employers to collect Trade Union income.
• Employers holding accurate payroll records identifying Trade Union members.
• Reduced direct contact between the Trade Unions and its members.
• Growth of passive membership and lower member participation.
• Members becoming less aware of what they pay each month.
• Increased Trade Union vulnerability to political or legislative attacks on systems.
• Administrative disruption if employers suddenly end deduction agreements.
• Public sector rules requiring Trade Unions to cover administration costs.
• Reduced sense of ownership and involvement from members.
The Trade Union Act 2016 highlighted many of these problems. Public sector employers can now only operate check-off arrangements where alternative payment methods are available and Trade Unions reimburse employers for administration costs. These reforms demonstrated how vulnerable Trade Unions become when their finances depend upon employer-controlled systems.
Critics have also raised concerns that payroll deduction systems provide employers with accurate information about Trade Union membership through payroll records.
Taking Trade Union subscriptions places the employer inside a relationship that should fundamentally remain between workers and their Trade Union.
Direct debit is not simply an alternative payment method. It reinforces the principle that Trade Unions belong to members, not employers. Every payment becomes an active decision to belong to a Trade Union for employment protection and that Trade Union should be truly independent.
