Water Regulation Is Failing: Workers and Communities across England Are Paying the Price

I am writing as a constituent and a member of the Workers of England Union, an Independent Trade Union, to raise serious concerns about the continued failure of water regulation in England.

Privately owned water companies have been allowed to:

  • Discharge sewage repeatedly into rivers and coastal waters
  • Under-invest in ageing infrastructure
  • Raise household bills
  • Extract profits and executive bonuses with minimal consequence

This is not a failure of workers or customers; it clearly is a failure of regulation. Penalties remain too weak to deter bad behaviour, regulators lack visible enforcement power, and fines are often absorbed as routine business costs rather than driving change. Meanwhile, workers and households across England are left facing rising costs, environmental damage and service disruption.

I am asking you to support:

  • Stronger penalties for environmental and service failures
  • Mandatory reinvestment of profits into infrastructure before dividends are paid
  • Personal accountability measures for senior executives
  • Protection for workers and consumers from cost-shifting following enforcement action

We do not need further reviews or watered-down commitments. We need regulators to be empowered and required to act decisively. I urge you to raise this issue in Parliament and press Ministers to ensure regulation genuinely protects the public interest.
